With IT budgets being slashed such organizations have to be able to answer some tough questions:

How can the application change to match current business needs rather than limit the organization’s operational choices?

What would be the best approach to manage the application on a day-to-day basis?
How can necessary adjustments and developments to the current application be captured and implemented?
Does the organization have the skills necessary in-house? Or should external consultants be used?

And perhaps the most important question:

How does an organization get the best out of what they’ve got, evolve and maximize ongoing Return on Investment (ROI)
