Local government organisations are under ever increasing pressure from their stakeholders:
- Citizens are demanding better service
- Central government is demanding reduced costs through initiatives such as Gershon and NePP
- Councilors are demanding greater accountability and transparency.
In this position of being unable to increase traditional revenue streams while facing real cuts in funding from central government, local councils need to actively start addressing how to extract value from their operations. To create value, local councils must recognise that operationally they are more similar to private enterprise then they may perceive. Like private enterprise, local government collects revenues, incurs costs, delivers services, manages suppliers and within that mix tries to create value for all stakeholders.
This article examines an approach to benefits realisation including the identification, validation, enablement and budgeting of benefits. It suggests some areas for quick wins to achieve improved service and reduced costs.
